The setter and the libero are initially the wrong way. However, at the time of the serve, they are parallel (as are the opposite and the MB), so it’s not actually a rotation fault.

I actually don’t see anything wrong here.
Did the referee call a positional fault according to the old (pre 2021) rules? 🤔
If so, #11 has his left foot in the air, so his right heel is what counts as point of contact. That would make #13’s left foot further to left than #11’s right heel.

The ref wasn’t looking at that. He was looking at where the players started. That is why he made that call.

Well, I was hoping for something a bit more nuanced than that. So it’s just a very bad call in a not too confusing situation, especially with the new rules. Shouldn’t happen on this or any other level. Maybe rather a case of “atrocious refereeing” than “what just happened”. 😏
